The Iranian Foreign Ministry spokeswoman expressed sympathy with the bereaved families of the terrorist act in Turkey.
"This criminal terrorist attack once again demonstrated that the perpetrators of such acts are not committed to any principle and would spare no means in achieving their inhuman objectives," Afkham said, denouncing the attack which resulted in death and injury of dozens of Turkish citizens on Monday.
"The government of the Islamic Republic of Iran believes that blind terrorism is a serious threat in the region," Afkham said adding that within the same framework, Iranian President Hassan Rouhani in a telephone conversation with his Turkish counterpart Recep Tayyip Erdogan has underlined the need for cooperation on fighting terrorism in the region.
An apparent suicide bombing ripped through a rally Monday in the Turkish border town of Suruc, killing at least 31 people.
The blast took place in Suruc, across from Kobane in northern Syria, which was the scene of fierce battles earlier this year between Kurdish fighters, and the ISIL extremist group.
